Sullivan Road / Trent Avenue Interchange

The city is planning to reconstruct the existing interchange at Sullivan Road and Trent Avenue (SR 290). This project replaces both Sullivan Road bridges over the BNSF Railway tracks and four lanes of Trent. The existing signalized diamond interchange will be replaced with tow new roundabouts, one on Sullivan Road and one on SR-290. The project will decrease traffic congestion, improve vehicle capacity, and improve both mobility and safety for all users: A shared-use path will be added along Sullivan's west side and a new, wider sidewalk will be built on the east side.

The city evaluated four potential interchange configurations in fall 2022. Through 2023 and 2024, design efforts progressed until the city conducted a value engineering exercise in 2025. The value engineering outcome resulted in the selected final project configuration. The city's process included collaboration with the Washington State Department of Transportation (WSDOT), BNSF Railway, regional stakeholders, neighboring industries, and the general public.

The city has secured approximately $17.7 million of federal and local funds to deliver the engineering and right-of-way phases of the project. The city is now pursuing construction phase funding. The estimated total project cost is $50,700,000.

BUILD FY26 Funding Request

For BUILD, the project's eligible estimated total cost is $45.3 million. In February 2026, the city will submit a grant application for $25 million to the USDOT's Better Utilizing Investments to Leverage Development (BUILD) discretionary grant program.

Project Schedule

The city initiated the engineering phase in March 2023. Engineering, environmental and Right-of-Way phases are scheduled to conclude occur in 2026. The construction timeline is dependent on funding.
