City Business License Requirements
Conducting Business in the Valley
Welcome! Thank you for choosing Spokane Valley for your business.
A Washington state business license, renewed annually, is required to conduct business within the City of Spokane Valley, per Spokane Valley Municipal Code Title 5.05.
How Do I Obtain a Business License?
To obtain a business license, select one of the following options that applies to your business - (A) General Business License, (B) Non-Resident Business License, or (C) Home-Business Permit:
A. General Business License
(Businesses located in a commercial location in the City of Spokane Valley)
- Step 1: Ensure your business is located within an allowable permitted zone. For details, use the city’s Permitted Use Matrix or contact the Planning Department at 509-720-5000 or Planning@SpokaneValleyWA.gov.
- Step 2: Apply for a State Business License with the Washington State Department of Revenue. For questions, email the State Business Licensing Service or call 800-647-7706.
- Step 3: The City will be notified of your application and will approve your City Business License upon receipt. You do not need to take any action for this step.

B. Non-Resident Business License
(Businesses doing business in the City of Spokane Valley but located outside of the city limits)
- Step 1: Apply for a Non-Resident Business License with the Washington State Department of Revenue. Log in using your Secure Access Washington (SAW) user ID to register your business online. For questions, email the State Business Licensing Service or call 800-647-7706.
- Step 2: The City will be notified of your application and will approve your City Business License upon receipt. You do not need to take any action for this step.
C. Home Business Permit
(Home businesses located in a primary residence)
Any person, group or entity conducting a “for profit” enterprise from a location whose primary use is a residence must obtain a home business permit. To obtain a permit:
- Step 1: Apply for a business license with the Washington State Department of Revenue. Log in using your Secure Access Washington (SAW) user ID to register your business online. For questions, email the State Business Licensing Service or call 800-647-7706.
- Step 2: Apply for a Spokane Valley Home Business Permit online or download and submit the Home Business Permit application. The City will be notified by the State of your application and will contact you with information to apply for a home business permit if not already completed.

- Origination fee: $ 25.00
- Renewal fee: $25.00
Nonprofit Business License
- Origination fee: $ 10.00
- Renewal fee: $10.00
Renewals
Annual City Business Registration and State Business License renewals are also provided through the State Business Licensing Service. Renewals may be submitted online.
