REQUEST FOR PROPOSALS (RFP)
Homeless Outreach Services

The City of Spokane Valley seeks a qualified applicant to provide outreach services to individuals and households experiencing homelessness in Spokane Valley.

Respondents should submit one (1) electronic copy of written responses no later than 10:00 AM on Monday, March 25, 2024 to Sarah Farr, Accounting and Finance Program Manager, at sfarr@spokanevalleywa.gov.  No hard copies will be accepted.  Submittals will be evaluated and ranked based on the following criteria:

  • Emphasis on homeless outreach and relief efforts provided to the Spokane Valley community.
  • Focus on projects that will have full funding with receipt of the City’s funding.
  • Emphasis on proposals from entities with a demonstrated record of high success rates.
  • Current access to and use of CMIS data management system and Coordinated Entry.
  • Current participation in the region’s homelessness response system.

The City of Spokane Valley in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 USC 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.

The City of Spokane Valley in accordance with Section 504 of the Rehabilitation Act (Section 504) and the Americans with Disabilities Act (ADA), commits to nondiscrimination on the basis of disability, in all of its programs and activities.
