Description of Proposal:   A Shoreline Substantial Development Permit to construct a 20,735 SF, 2-story office building with 170 parking spaces, landscaping, stormwater facilities and utilities.  No work is proposed within the SMP Buffer.

Written comments: Agencies and the public are encouraged to review and provide written comments on the proposal/project and its probable environmental impacts. All comments received by November 20, 2023, which is within thirty (30) calendar days of the date of this notice, will be considered prior to making a decision on this project.  Any person has the right to comment on this project.  Further, any person may request a copy of the decision for the proposal once made.  Pursuant to Chapter 17.90 (Appeals) of the City of Spokane Valley Municipal Code (SVMC), a written appeal of the decision shall be filed with the City of Spokane Valley within fourteen (14) calendar days after the date the notice of the decision is mailed.  Standing to appeal a decision shall be determined in accordance with the provisions of Chapter 17.90.030 (Standing) of the SVMC.  

Location of Proposal:  Parcel No 45033.0818. The site is addressed as 12929 E Pinecroft Way.  The project site is generally located along the south side of the Spokane River; further located in the SW ¼ of Section 03, Township 25 North, Range 44 East Willamette Meridian, Spokane County Washington. 

Comprehensive plan:  Mixed Use (MU)

Existing Zoning: Mixed Use (MU) 

SMP Environmental designation: Urban Conservancy

Other Permits: City of Spokane Valley Land Disturbance (Grading), and Construction Permits; and other permits as determined may be required.

studies required:  None at this time. Additional studies may be determined.

Environmental Review:  This project is not categorically exempt pursuant to WAC 197-11-800 from environmental review under the provisions of the State Environmental Policy Act.  The City of Spokane Valley, acting as lead agency, has reviewed the proposal/project for probable adverse environmental impacts and expects to issue a determination of non-significance (DNS) for this project.  The optional DNS process in WAC 197-11-355 is being used. THIS MAY BE YOUR ONLY OPPORTUNITY TO COMMENT ON THE ENVIRONMENTAL IMPACTS OF THE PROPOSED PROJECT.  A copy of the subsequent threshold determination for the proposal may be obtained upon request.

Existing Environmental Documents:     A Cultural Resource Survey of Pinecroft LLC’ Business Park Expansion, was reviewed in 2007. The Survey was reviewed and accepted by Department of Archaeology and Historic Preservation on January 11, 2008.  

applicable development regulations:  Title 19 SVMC (Zoning), Title 21 SVMC (Environmental Controls), chapter 21.50 SVMC (Shoreline Master Program), Title 22 SVMC (Desing and Development Standards) and  chapter 24.50 SVMC (Land Disturbing Activities) are the primary development regulations applicable to the site.

public hearing:  The Shoreline Substantial Development permit is classified as Type II permit and will not be subject to a public hearing.  This may be your only opportunity to comment on the impacts of this development.
