CITY OF SPOKANE VALLEY

NOTICE OF PUBLIC HEARING

Notice is hereby given that the Spokane Valley City Council will hold a Public Hearing in the Great Room of CenterPlace Regional Event Center, located at 2426 North Discovery Place, Spokane Valley, WA, on the October 17, 2023 at 6.00 p.m. or as soon thereafter as it may be heard, to receive citizen input regarding the establishment of a Transportation Benefit District (“TBD”) pursuant to chapter 36.73 RCW.

A TBD is a quasi-municipal corporation, an independent taxing authority, and a taxing district that can raise revenue for specific transportation improvement projects, typically through vehicle license fees or sales taxes. The City is proposing creation of a TBD that is coterminous with the corporate limits of the City as the boundaries currently exist or as they may exist following future annexations. The members of the Spokane Valley City Council would constitute the governing body (“Board”) of the TBD. The functions to be provided by the TBD include without limitation:

  • The TBD Board shall have the authority to establish fees (including an annual vehicle fee), taxes and other revenue sources in accordance with chapter 36.73 RCW.
  • Any expansion of the authorized purposes of the TBD shall be undertaken only after notice, hearing and adoption of an ordinance.
  • When authorized by the voters pursuant to the requirements of chapter 36.73 RCW, other taxes, fees, charges and tolls or increases in these revenue services may be assessed for the construction, preservation, maintenance and operations of City streets.  
  • The TBD Board will have all powers and functions provided for by state law, including but not limited to chapter 36.73 RCW, as it now exists or is hereafter amended, to fulfill the purposes of the TBD.

Although the proposed TBD formation ordinance would authorize the TBD Board to implement revenue services, no fees or taxes are proposed to be implemented at the time of formation.

Funds generated by the TBD would be dedicated for and used to finance transportation improvement projects within the City that are consistent with state, regional and the City’s transportation plans and transportation improvements that construct, preserve, maintain and operate the existing and future transportation infrastructure of the City, consistent with the requirements of chapter 36.73 RCW, as it now exists or is hereinafter amended.  Specific upcoming projects include the preservation, reconstruction and maintenance of City streets and related infrastructure.

Anyone interested may appear at the public hearing in person or remotely and be heard for or against, or provide comments regarding the proposed TBD.  Those wishing to make oral or written comments via Zoom will be directed to a link on the October 17th agenda.  After the public hearing is held and if formation of the TBD is determined to be in the public interest, the Spokane Valley City Council may consider an ordinance amending the Spokane Valley Municipal Code to establish the proposed TBD.
