Notice of Determination of Non-Significance (DNS) 

City of Spokane Valley

File Number & Name: SEP-2023-0007 – Pines Road/BNSF Grade Separation Construction and Centennial Trail Trailhead Project

Proposal Description:  Replace the existing at-grade BNSF crossing at N Pines Road (SR-27) with a grade separated underpass; construct a roundabout at the intersection of Pines Road (SR-27) and Trent Avenue (SR-290); construct a 22-space parking lot for Centennial Trail access on the south side of Trent Avenue. 

Proposal Location:  The project site is generally located at the BNSF crossing on N Pines Road between Trent Avenue and Pinecroft Way, and located in Section 3, 4, 9, and 10, Township 26 North, Range 44 East, Willamette Meridian, Spokane County, Washington

Lead Agency:  City of Spokane Valley 

Determination:  Pursuant to Title 21 (Environmental Controls) of the Spokane Valley Municipal Code, the lead agency has determined that this proposal does not have a probable significant adverse impact on the environment.  An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c).   This decision was made after review of the completed environmental checklist, the application, Spokane Valley Municipal Code Titles 19, 21 and 22, and other information on file with the lead agency. This information is available to the public on request. 

This DNS is issued under WAC 197-11-340(2); the lead agency will not act on his proposal for 14 days from the date issued.  Comments must be received by 5:00 p.m. on October 6, 2023.

Appeal:  An appeal of this determination shall be submitted to the Economic Development Department within fourteen (14) calendar days of the date issued.  The appeal must be written, and specific factual objections made to the City’s threshold determination.  Appeals shall be conducted in conformance with Spokane Valley Municipal Code (SVMC) 17.90 Appeals, and any required fees pursuant to the City’s adopted Fee Schedule shall be paid at the time of appeal submittal.  Pursuant to WAC 197-11-680, appeals shall be limited to a review of a final threshold determination.
