Ordinance No. 25-002– Energy Code Changes
This hearing will be conducted in person, with the option to attend remotely using web and telephone conference tools, as described below.

Ordinance Number: 25-002
Description of Proposal: City initiated code text amendment to SVMC 24.40.020 and .040 to comply with Initiative 2066 and RCW19.27A.020(3) which provides that the Washington State Energy Code cannot prohibit, penalize, or discourage the use of gas in residential construction.
Proposal Location: This is a non-project action; the amendment will affect properties citywide.

Hearing Procedures: City Council will conduct the hearing and the public is encouraged to submit written comments prior to the hearing by sending the comments to Marci Patterson, 10210 E Sprague Ave, Spokane Valley, WA 99206, or email to mpatterson@spokanevalleywa.gov. All comments received between February 14, 2025, and March 11, 2025, will be considered. Comments will need to be submitted no later than 4:00 PM on March 11, 2025, for them to be received and prepared for submission into the record. Comments received will be entered into the record at the time of the public participation portion of the Public Hearing. Comments received through US Mail will be included if they are received prior to the hearing.
All interested persons may testify at the public hearing in person or via the zoom meeting address and/or phone number. Interested persons planning to attend via ZOOM will need to sign up to speak no later than 4:00 p.m. on March 11, 2025. Use the link referenced above to sign up for oral public comments. This is not an opportunity for questions or discussion. Remarks will be limited to three minutes per person. Written comments and documents may only be submitted prior to the hearing.
Environmental Determination: Spokane Valley, acting as the Lead Agency, determined the proposal is SEPA exempt pursuant to WAC 197-11-800(19).
