Proposal Description:  Construct a 60,000 square foot warehouse and 5,000 square foot office building.

Proposal Location: The project site is located at 9705 E Montgomery Avenue, parcel numbers 45082.1827, .1838, .1839, .1840, .1841, .1842, .1843 & .1844; located at the northwest corner of the intersection of Mongomery Avenue and Woodruff Road, further located in NW ¼ of Section 08, Township 25 North, Range 44 East, Willamette Meridian, Spokane County, Washington

Owner:  Western Washington Coca-Cola Bottling, LLC, 12634 S 265 W, Draper, UT  84020

Applicant: Wolfe Architecture Group, 1015 N Calispel, Suite B, Spokane, WA  99201

Lead Agency:  City of Spokane Valley 

The lead agency for this proposal has determined that this project does not have a probable significant adverse impact on the environment.  An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c).  This decision was made after reviewing a completed environmental checklist, a site plan, and other information on file with the lead agency.   This information is available to the public on request.

Determination:  This DNS is issued under WAC 197-11-340(2).  The lead agency will not act on this proposal for 14 days from the date issued. Comments must be received by 4:00 p.m. on June 7, 2024.

Appeal:  An appeal of this determination shall be submitted to the Economic Development Department within fourteen (14) calendar days after the date issued.  The appeal must be written, and specific factual objections made to the City’s threshold determination.  Appeals shall be conducted in conformance with Spokane Valley Municipal Code (SVMC) 17.90 Appeals, and any required fees pursuant to the City’s adopted Fee Schedule shall be paid at the time of appeal submittal.  Pursuant to WAC 197-11-680, appeals shall be limited to a review of a final threshold determination.
