Proposal Description:  5-story, 259-unit apartment building with approximately 379 parking stalls on a 5.52-acre site.

Proposal Location: Parcel numbers 45131.0107 and 45131.0108, addressed as 1215 and 1229 N Flora Road, located north of the intersection between Boone Avenue and Flora Road, further located in the NE ¼ of Section 13, Township 25 North, Range 44 East, Willamette Meridian, Spokane County, Washington.

Lead Agency:  City of Spokane Valley 

The lead agency for this proposal has determined that this project does not have a probable significant adverse impact on the environment.  An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c).  This decision was made after review of a completed environmental checklist and other information on file with the lead agency.  This information is available to the public on request.

Determination:  This MDNS is issued under WAC 197-11-340(2).  The lead agency will not act on this proposal for 14 days from the date issued. Comments must be received by 4:00 p.m. on December 15, 2023.

Mitigation Measures:

  1. Prior to issuance of the Engineered Grading Permit, an Inadvertent Discovery Plan shall be prepared by the applicant and submitted to the Spokane Valley Community and Public Works Department.
  2. The developer shall install a bus stop on Flora Road to be located in the southbound direction adjacent to the development.  The improvements shall include a handicap-accessible (ADA) pad, eight (8) feet deep by twenty-four (24) feet in length. The design and location shall be coordinated with Spokane Transit Authority, then subsequently incorporated into the civil drawings for approval by the City of Spokane Valley.  Construction by the developer shall be completed prior to receiving the certificate of occupancy for the first building.
  3. A sidewalk shall be constructed, per the design requirements of the Spokane Valley Street Standards, along the west side of Flora Road, at the project site and shall connect to the existing sidewalk contained within Parcel 45131.0527 (addressed 16609 E Desmet Court), located south of the project site approximately 80-feet.

Appeal:  An appeal of this determination shall be submitted to the Community & Public Works Department within fourteen (14) calendar days after the date issued.  The appeal must be written and specific factual objections made to the City’s threshold determination.  Appeals shall be conducted in conformance with Spokane Valley Municipal Code (SVMC) 17.90 Appeals, and any required fees pursuant to the City’s adopted Fee Schedule shall be paid at the time of appeal submittal.  Pursuant to WAC 197-11-680, appeals shall be limited to a review of a final threshold determination.
